What is the difference between active/passive processing and returned goods processing

The term "inward processing" refers to a process in which goods from non-EU countries are first imported into the EU area. For processing and then exported again in a new condition. Such a refinement usually includes the general treatment or processing or an improvement of the goods. The aim of the inward processing procedure is therefore to enable companies to first process goods from third countries. Before deciding whether the processed products should enter the EU market or whether they should be re-exported.

In the case of "outward processing", on the other hand, the finishing or refining processes are relocated to an economically more favorable third country. Here, the goods are exported from the customs area of the EU. In order to be imported back into the EU after processing abroad with partial complete exemption from customs duties.

If, instead, goods are re-imported within three years of being exported from the customs area in an unchanged condition. hey can be subjected to the special process of so-called returned goods clearance as so-called "returned goods".
